[help]Local Mode is only once run？

I used version is 2.3.3.
Q1：Does seatunnel need to be started before submitting a task? Because I see the command "./bin/seatunnel-cluster.sh -d", but I do not see similar command for the local mode. Only submit task command "./bin/seatunnel.sh --config ./config/seatunnel.streaming.conf.template -e local"
Q2：I wonder if local mode only lets seatunnel run once? That is, if the submitted task finishes running, seatunnel stops.Cluster mode, on the other hand, runs all the time after startup?
Q3：I would like to know what the seatunnel.sh and seatunnel-cluster.sh scripts do respectively? Is it my understanding that seatunnel.sh is responsible for starting the local mode and seatunnel-cluster.sh is responsible for starting the cluster mode?

I'm confused.If you know the answer, please let me know.

I guess "seatunnel.sh" shell is submit job client.
when set "-e local",seatunnal will startup with local mode and run this job.
"seatunnel-cluster.sh -d" will be really startup seatunnel.even if node just has one.

Thats my guess.If you know true answer.Please tell me or @dzygoon on anywhere.thanks.
