error: Failed to find C compiler

I was running Phi-3 notebook and when I ran the training, it gave me this error. I was able to solve it by installing buiild-essential.

sudo apt install build-essential

I am not sure if this dependency is already installed in Google Colab because I ran it on a local notebook. But I think if you add a note in the notebook, that would be beneficial for users who might encounter this problem in the future.
