在 PBaseLoaderFragment 的 checkTakePhotoOrVideo时，进入 takeVideo,如果此时没有 相机权限，则会弹窗，允许之后会进入到 拍照页面(我是选择了录像)， 原因是 在调用 requestPermissions方法时，传递的参数是 REQ_CAMERA并没有根据当前是视频还是 拍照所区分，而在权限回调之后 的处理 都是 跳拍照页面。导致错误
