Trying to get the prompt example notebooks working with external notebook and gcp project

Hello

We are trying to get the prompt example to work with an externally hosted jupyter notebook working. That is a jupyter notebook not hosted in gcp ai workbench or collab. We do have a gcp project setup and a service account with IAM permissions though. I posted on stack overflow my question with a link to my git repo here.
