Describe the issue

It's impossible to place scenery items in the top 30 or so units of the map.. unless it's directly on top of a surface tile, which can be raised to that height normally.
Scenery can exist at that height, it can be placed there by tile inspector, but, you cannot use shift to raise it up from lower.. or even down from already existing higher scenery, nor ctrl to get it on the same level as other scenery.

Steps to reproduce

Open the park map, try to finish the 4 fences.

The yellow fences should prove no problem.
The blue fence is impossible without either raising the land, or using the tile inspector, or some plugin.

It used to be possible to do this in vanilla.

  1. Build path to height limit
  2. Select a scenery item and hover your mouse over the path
  3. Press ctrl, move your mouse next to the path, and build the item at the same height
