The report would be much more friendly if these two columns are next to each other. I always move the column manually as soon as I open the report.

Would this be a breaking change if other users are relying on columns being in a certain order?

The columns are labeled, so in my opinion, if they were relying on the columns being in a certain order, that would not be a especially great practice compared to referencing a column heading label.
