bug: the request is routed to error port by Consul DNS service

Current Behavior

there has some request routed to the port 80

Expected Behavior

the correct port should be set by service with 5041

Error Logs

Steps to Reproduce

it has some accidental and hard to reproduce,it was recoved when we restart the apisix
blow is DNS result

Environment

• APISIX version (run apisix version): 3.2.0
• Operating system (run uname -a):Linux gateway 3.10.0-1160.83.1.el7.x86_64 change: added doc of how to load plugin. #1 SMP Wed Jan 25 16:41:43 UTC 2023 x86_64 x86_64 x86_64 GNU/Linux
• OpenResty / Nginx version (run openresty -V or nginx -V):openresty/1.21.4.1
