[Feature] Introduce clone Action and Procedure

• I searched in the issues and found nothing similar.

Motivation

Simple file copying is not a good solution for metadata synchronization (such as when you use HiveCatalog), and file copying copies all files, including unnecessary historical versions. We need a single command to copy a single snapshot.
