Describe the bug
Create or Edit an attribute, the labels in locale list should be in Alphabatical Order.

Steps To Reproduce

Steps to reproduce the behavior:

Go to Admin -> Catalog -> Attributes -> Create or Edit any attribute.
Check the Label list.

Expected behavior
The Label list must be in Alpabatical order.

Actual Result
Currently we can see that the order is not in sequence.
