Add a empty state msg when there is no recently opened files #4119

I think it's better to use the words No Files Opened, which are the right length and don't detract from the main ui |

Problem you would like to solve
Currently when we do not have any recently opened up files we still show the dropdown but clicking on it just shows up the Keyboard shortcut and no empty state msg at all
Proposed solution
Would be nice to show an empty state msg when there are no recently opened up filed or do not show the dropdown at all
