DALI protocol support (EN 62386)

Could be interessing adding suport to DALI standard, nowaday a lots of LED driver can be controlled and enquired by this standard,
Digital Addressable Lighting Interface can control direct any lighting fixture by a serial bus of 2 cables, and a bus supply of 16V (I've tried with 8V and it works, so a little step up converter from 5V can be used).

You can have a lot of a lighiting fixture on the same bus and control each one directly or create groups and scenes,
you can also enquire the driver to retrive a lot of info like actual power, number of working hours or if there is a fault

I ended up using Atios KNX Bridge for Home Assistant DALI compatibility. It is based on an ESP32, so possible to write an alternative ESPHome Firmware.
