[Enhancement]: Support configuring notifications on Roles Anywhere trust anchor

Description

Currently when setting up an IAM Roles Anywhere trust anchor through the terraform provider, the resulting resource has a couple of notification settings that you might not always want to have set. It would be useful if these could be customised by terraform.

For reference, in the Cloudformation AWS::RolesAnywhere::TrustAnchor resource it is possible to pass in a list of NotificationSettings as a way to customise this by the user.
