I assigned a couple of labels to my 50 something esphome devices "update.name" entities and then used the services tab under developers tools to craft a service that skips updates on all of these devices. When I run this service nothing happens, no updates are skipped. I then did some tests and noticed that it wasn't working for update.skip, update.install or update.clear_skipped when using the label option.
