Issue_title

My specific case is that I'm using svm (https://github.com/josh-richardson/svm/) and it fails with

▶ ./svm ls-remote
Exception in thread "main" java.lang.Exception: Failed to get solidity version from server
	at org.web3j.sokt.VersionResolver.getSolcReleases(VersionResolver.kt:63)
	at tech.richardson.svm.commands.LsRemote.execute(LsRemote.kt:11)
	at tech.richardson.svm.MainKt.main(Main.kt:25)

Issue #1584 seems to be about this and a user in there says https://internal.services.web3labs.com/api/solidity/versions isn't available and that appears to be the case. That issue was closed.

Is this downtime a random thing and I just happen to hit it or is this systemic?
