That given a specifier in the format

[registry:]package[@version]

ie

oak

github:oak
nest:oak@1.0.0

tries to fetch a Velociraptor configuration file:

GET https://<registry base url>/<package>[@version]/scripts.{yaml,yml,json,ts}
