ci: use locally built image in the e2e tests #871

Load the just built image into the kind cluster before running the e2e
tests. This ensure we are testing the changes on the branch before we
publish them.

Motivation and Context

  • I have raised an issue to propose this change (required)

How Has This Been Tested?

Github will do this for us

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)
