Address not shown in PP when no addr:housenumber is present

When the street is present but not the house number, the street isn't shown in the Place Page nor in the results list.

Similar to #8151

This is the case in many uncompleted data but also in countries/regions where house numbers are not defined like some countries in Latam

Describe the ideal solution
Add the street name regardless if the rest of the information is missing
