Global bunfig does not work when there is an umlaut in the Windows username

What version of Bun is running?

What platform is your computer?

Microsoft Windows NT 10.0.19045.0 x64

What steps can reproduce the bug?

• Have/create a Windows user with an umlaut, like: PeterMüller
• Create a global .bunfig.toml for the user
• Configure something, we configured a private registry with token
• Do a bun i

What is the expected behavior?

Bun reads the .bunfig.toml and can fetch packages from the registry

What do you see instead?

Bun cannot fetch packages from the registry

Additional information

We tried it with multiple user accounts on different computers, and every user with an umlaut was unable to fetch packages while those with "normal" usernames didn't have any problems
