Your connection has some blockage that is interfering with the connection with the API providers. You can try using proxy or vpn to solve the problem.

To solve the problem, I use a proxy with a Russian IP address

bros i've got the solution for this answer! just change your lang into "en_US" and then it was solved. it really works! And you can speak any languange within the english mode.

The problem was solved by itself =) By the way, Russian IP is not the solution, cause I faced with this issue using last one.
