[Bug]: Footer of save-from-controls position is not attached to bottom of the panel

Describe the bug

Found in mealdrop, after upgrading, I opened a story, and edited a control, and saw this:

The footer is not all the way at the bottom of the panel.

To Reproduce

1. Open mealdrop in dev-mode
2. Go to a story
3. Edit a control
4. View footer not being at the bottom of the panel
