What does the Megaphone icon on the yellow bar mean?

Hi,

I was wondering what the megaphone icon on the yellow bar means? I can dismiss it by clicking on the x, but i don't know if what it means.

I have that icon on the yellow bar on all browsers (mobile and desktop)

Announcements, to all users. Announcements are at Admin Panel.

I probably could have figured that out by myself, but i was somehow stuck with notifications. I thought, that this has something to do with notifications (that these are not working or else).

But why is there an empty one that pops up all the time?

Have you disabled Announcements at Admin Panel ?

Ah, there was indeed an active but empty announcement. Maybe ignoring an empty announcement would make sense?
