Problem with OpenOCD: board/st_nucleo_l4.cfg

Using a freshly cloned repo and brand new installation of the Zephyr toolchain as described here: https://docs.zephyrproject.org/latest/develop/getting_started/index.html

• What have you tried to diagnose or workaround this issue?

To Reproduce
Steps to reproduce the behavior:
(As per the getting started document)

cd zephyrproject\zephyr
works
west build -p always -b nucleo_l476rg samples\basic\blinky
works
west flash
fails See log and console output for details.

Expected behavior
The target board to be flashed via OpenOCD.

Showstopper

It's a path problem. See spew below. OpenOCD is on the path, but not according to west. Does the tools installation cache paths or something?

So the question is this: why does west think openocd is in R:/apps/bin/ when it is located here: r:\apps\openocd\bin\.

And how does one change this setting?
