This PR just cherry-picks the fix for the Windows build so that all CI is green for when we cherry pick things in. Unfortunately, simtest is failing after a few retries, thus making me nervous about landing this one, so wanted to ask for thoughts here.

I recall you mentioned somewhere that you were concerned about this pick because it failed simtest -- IIRC, this particular test is flaky, so it should be okay to land despite it failing.
