Mirror most of the policy changes from microsoft/microsoft-ui-xaml#9071:

  • Added descriptions to the different rules to make it clearer what each one does.
  • Added a new rule to add needs-triage to new or re-opened Issues.
  • Added a new rule to add needs-triage tag to Issues that get commented on after they are Closed.

Changed some labels to match the microsoft-ui-xaml policy:

  • Use "needs-triage" instead of "needs-triage 馃攳".
  • Use "no-recent-activity" instead of "status-no recent activity".
  • Use "needs-author-feedback" instead of "needs-author feedback".

A few labels were added and updated accordingly.

There are still a few differences from the microsoft-ui-xaml policy:

  • This preserves a policy to close issues labelled as "duplicate".
  • This doesn't add three "Pull_Request" rules related to "declined" and "auto merge" PRs.

There is no great way for me to test these changes other than merging this PR and making sure that the bot works correctly after.
